**Organisation Background**

Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.

**INSO Syria**

The Syria program supports more than 290 NGOs to deliver vitally needed aid and assistance to an estimated 13.1 million people in need across the country. First launched as an emergency response operation in 2014, INSO Syria has grown to become a program covering all Syrian governorates, with a Country Office in Damascus. The Syria conflict is unique and complex: you will find that every day is different and there is always more to learn.

**Job Summary**

As a Human Resources Officer, you will be in charge of providing efficient and effective human resources administrative support to the operations of the INSO Country Office, under the supervision and guidance of the Human Resources Manager.

**Main Responsibilities**

*Compliance*

- In coordination with the HR Manager, ensure all INSO HR internal policies and procedures are compliant with local labour laws and regulations.
- Responsible for monitoring and acting on time on probation periods and contract expiration.

- Maintain communication with local authorities, including the tax office, the Ministry of Labour, etc., to maintain strong local governmental relationships.

- In coordination with the liaison officer, ensure that the visa, INSO Card, and work permit are valid.

*Recruitment*

- Support the HR Manager in the full cycle of the recruitment process, including vacancy announcements, interview set-ups, staff inductions, as well as onboarding and off-boarding.
- Prepare Field Monitor contracts and amendments in accordance with legal requirements and available templates.

*HR Administration and Support*

- Prepare other HR documentation
- Responsible for HR files, ensuring that they contain the mandatory documentation according to the internal checklist.

- Responsible for the timeliness, accuracy, and validity of HRIS data, and carries out regular checks of data and maintains the HRIS as required.

- Support the HR Manager in handling employee relations issues and as delegated.

- Responsible for ensuring all trackers and databases are up-to-date and readily available for management information, including Employee Emergency forms, visa and work-permit trackers, staff absence, etc

- Assist the Human Resources Manager in establishing annual leave planning to plan staff shifts and cover operational needs.

- Be a focal point for staff and consultants on the insurance policy.

- Assist the Human Resources Manager as required and delegated.

- Assist the Human Resources Manager in the drafting of various communication documents, administrative letters and facilitation of meetings to inform national employees of HR rules and procedures

- Assists the Human Resources Manager in the event of an internal and/or external audit or inspection

**Knowledge, Skills, and Experience**

*Essential:*

- 5+ years of work experience in the HR field. Preferably in the NGO sector
- Proficiency in Microsoft Office Tools.

- HRIS experience

- Proficient command of both English & Arabic languages

- Good knowledge of the country’s employment law and its application.

- Bachelor’s Degree in Business Administration, HR Management, or any other relevant field.

**Terms & Conditions**

12-month fixed-term contract,1.75 working days annual leave per month. This position is based in Damascus and is open only to individuals with the right to live and work there.
