Introduction
Expansion of the Integrated Municipal Data Hub for Evidence-Based Governance
Sebha: Transitioning to a Multi-Stakeholder Data Hub
Building upon the successful rehabilitation of the Municipality-University Data Center and the establishment of a robust GIS foundation, this phase focuses on scaling the facility into a unified Multi-Stakeholder Data Hub. By integrating the Statistics Bureau and the Ministry of Social Affairs, the hub will evolve from a specialized reporting tool into a centralized engine for data-driven governance, fostering cross-sectoral collaboration and informed municipal decision-making.
Murzuq: Revitalizing the University-Municipal Partnership
Following the suspension of the Murzuq municipal data center due to funding gaps and the withdrawal of previous international support, this initiative seeks to revitalize and complete the center hosted at Fezzan University.
Drawing inspiration from the successful "Sebha Model" of university-municipality cooperation, and grounded in the findings of the April 2026 Fezzan University consultations regarding the 7th National Human Development Report—specifically the impact of digitalization on human development—this project will bridge the current infrastructure gap. By incorporating the Statistics Bureau and the Ministry of Social Affairs, the Murzuq Data Center will transition into a comprehensive governance hub, ensuring that regional development is guided by accurate, integrated digital insights
