Norwegian People’s Aid (NPA) is a non-governmental organisation with roots in trade unions and labour movements. NPA supports processes towards democracy and equitable distribution of power through mobilisation, popular participation, and collective organisation. The international strategy affirms civil society as a key pillar for nation-building, democracy, and development and views human rights as building blocks for development and redistribution.
In Syria, Norwegian People’s Aid (NPA) has been present since 2013, delivering context-driven and needs-based programmes across humanitarian response, early recovery, civil society strengthening, governance, peacebuilding, and social cohesion. NPA also implements mine action programming across Syria, contributing to safer environments and enabling communities to recover and rebuild. The organisation maintains its main office in Damascus, with field offices in Amuda, Raqqa, and Homs, ensuring both national reach and strong local engagement. A key strength of NPA’s approach is its partnership with local civil society organisations (CSOs) to support their capacities and advance the localisation of humanitarian and development programming. This fosters inclusive, locally led actions that strengthen civic spaces, social cohesion, and community resilience. Through these partnerships, NPA delivers integrated, multi-sector interventions that link protection, livelihoods, mine action, peacebuilding, conflict prevention, and community engagement, thereby enabling access to hard-to-reach areas ensuring locally grounded, high-impact responses.
The operational context in Northeast Syria remains highly dynamic, with recent changes in territorial control and governance structures resulting in a transitional phase for local authorities. These shifts have implications for programme implementation, coordination, and access. This evolving context underlines the importance of the end-term evaluation in assessing the relevance, adaptability, and effectiveness of the programme’s interventions in a fluid and complex environment.
Norwegian People’s Aid (NPA) invites qualified consultancy firms and independent consultants to submit proposals for conducting the End-Term Evaluation of the programme:
**“Social Reintegration and Resilience to Combat Radicalisation in Northeast Syria” Action – Phase III**
The programme is funded by the European Union Foreign Policy Instrument (EU FPI) and implemented by NPA in partnership with local civil society organisations in Northeast Syria.

## Background
Norwegian People’s Aid (NPA) has been operating in Syria since 2013, implementing humanitarian, early recovery, peacebuilding, social cohesion, governance, and mine action programmes through locally led partnerships.
The programme “Social Reintegration and Resilience to Combat Radicalisation in Northeast Syria” is currently in its third phase and aims to strengthen community resilience against radicalisation and violent extremism through social reintegration, psychosocial support, peacebuilding, non-formal education, and community-based prevention mechanisms.
The intervention focuses on highly vulnerable and conflict-affected populations, including:
- Former ISIS affiliates and family members
- Women and children affected by extremism
- At-risk youth and juveniles
- Communities vulnerable to radicalisation
- Local civil society actors and community structures
The programme is implemented across Al-Hasakah, Deir ez-Zor, and Ar-Raqqa governorates.
## Purpose of the Evaluation
The end-term evaluation will provide an independent, comprehensive, and evidence-based assessment of the programme’s overall performance, relevance, effectiveness, efficiency, impact, sustainability, and contribution to preventing and countering violent extremism (P/CVE) in Northeast Syria.
The evaluation is expected to analyse the programme’s contribution to strengthening social cohesion, supporting post-conflict recovery, improving community resilience, and enhancing reintegration mechanisms for individuals and communities affected by violent extremism.
The evaluation will assess:
- Achievement of programme outputs, outcomes, and intended results
- Contribution to social cohesion and community resilience
- Effectiveness of reintegration and P/CVE approaches
- Effectiveness of psychosocial support, community dialogue, and non-formal education approaches
- Partnership and localisation approaches with local CSOs
- Monitoring, learning, adaptive management, and accountability systems
- Sustainability of programme outcomes and lessons learned
- Key enabling and constraining factors affecting implementation and results
The evaluation will apply OECD-DAC evaluation criteria and utilise mixed qualitative and quantitative methodologies.
The end-term evaluation will provide an independent and evidence-based assessment of the programme’s overall performance, relevance, effectiveness, efficiency, impact, sustainability, and contribution to preventing and countering violent extremism (P/CVE) in Northeast Syria.

## Scope of Work
The selected consultant/team will conduct a comprehensive evaluation covering the implementation period of Phase III of the programme across the governorates of Al-Hasakah, Deir ez-Zor, and Ar-Raqqa.
The consultant/team will be responsible for:
- Conducting a comprehensive desk review of programme documentation and previous evaluations
- Developing an inception report including methodology, workplan, sampling approach, and data collection tools
- Designing and translating qualitative and quantitative data collection tools
- Conducting field visits, stakeholder consultations, KIIs, FGDs, and other data collection activities as appropriate
- Analysing quantitative and qualitative data using evidence-based approaches
- Assessing programme performance against OECD-DAC evaluation criteria
- Producing draft and final evaluation reports with actionable recommendations
- Presenting findings and recommendations to NPA, partners, donor representatives, and relevant stakeholders
The evaluation shall adopt conflict-sensitive, ethical, safeguarding, and Do-No-Harm approaches throughout the assignment and ensure protection and confidentiality of participants and collected data.
The selected consultant/team will be responsible for:
- Conducting a desk review of programme documentation
- Developing an inception report and evaluation methodology
- Designing and translating data collection tools
- Conducting field data collection and stakeholder consultations
- Analysing quantitative and qualitative data
- Producing draft and final evaluation reports
- Presenting findings and recommendations to NPA and stakeholders
The evaluation shall adopt conflict-sensitive, ethical, safeguarding, and Do-No-Harm approaches throughout the assignment.
## Required Qualifications and Experience
Interested consultants/firms should demonstrate:
- Proven experience conducting evaluations in conflict-affected or fragile contexts
- Expertise in P/CVE, social cohesion, peacebuilding, human rights, or reintegration programming
- Strong experience with OECD-DAC evaluation criteria and mixed-methods evaluations
- Previous experience with EU-funded or international donor-funded programmes
- Excellent analytical and report-writing skills in English
- Experience in the MENA region, particularly Syria and/or Iraq, is highly desirable
- Arabic language capacity within the team is considered an advantage

## Evaluation Criteria
Proposals will be evaluated based on:
- Technical approach and methodology – 25%
- Implementation plan and timeline – 20%
- Expertise and composition of proposed team – 15%
- Experience and organisational capacity – 20%
- Financial proposal/value for money – 20%
