At the GS-14 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Conducting or overseeing rigorous analysis of programmatic performance and utilizing data and evidence to inform decision-making. Overseeing the evaluation of U.S. foreign assistance programs intended to promote U.S. exports or economic growth in developing and middle-income countries; experience applying complex qualitative and quantitative evaluation processes and procedures to determine the effectiveness of international programs and projects; developing and utilizing complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions; experience applying theoretical frameworks, federal guidance and regulations, or principles of rigorous inquiry to real-life environments related to foreign assistance and economic development programs; conducting program monitoring; conducting close-out compliance monitoring and close-out processes associated with grants, contracts, or other cooperative agreements; overseeing the development of monitoring and risk management strategies to ensure successful program delivery; overseeing grant or contract termination and de-obligation of funding; and experience serving in an advisory role, leading, guiding, and influencing others. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
