**Save the Children International**
Save the Children International is a leading global humanitarian organization that has been protecting children's rights worldwide for over 100 years. Our work in Ukraine began in 2014. Since then, we have significantly expanded our presence, providing support to children and families affected by war. Our key areas of focus include education, child protection, food security, social support, and advocacy to drive lasting change in children's lives.
**ROLE PURPOSE:**
The CVA/FSL Technical Advisor is responsible for providing strategic and technical leadership to ensure that Save the Children’s Cash and Voucher Assistance (CVA) and Food Security and Livelihoods (FSL) humanitarian and recovery interventions in Ukraine are of high technical quality, aligned with national and international standards, and contribute to the objectives of Save the Children’s 2025–2027 Country Strategic Plan.
The role provides technical oversight, capacity building, and quality assurance to field teams and partners implementing CVA/FSL programmes, while supporting the integration of cash as a delivery modality across sectors, particularly Shelter. The CVA/FSL Technical Advisor leads on proposal development, donor engagement, and identification of strategic partnerships, and represents Save the Children in relevant national coordination mechanisms, including the Cash Working Group (CWG), Food Security and Livelihoods Cluster, Strategic Advisory Group (SAG), and other technical forums as required.
The post holder also supports the implementation of sector-wide systems and tools, such as referral mechanisms and HotPot, and works closely with internal and external stakeholders to strengthen the **effectiveness, scale, and impact of CVA/FSL programming across Ukraine.**
**KEY AREAS OF ACCOUNTABILITY:**
**Program development and donor reporting**
- Contribute to technical development of concept notes and technical proposals, ensuring that project design and proposal development (within Humanitarian and Recovery fields) processes are evidence-based and utilize participatory approaches.
- Ensure that technical proposals consistently and effectively integrate other thematic areas (such as child protection, adolescents and youth, and others); in particular, facilitate mainstreaming of gender, inclusion, social cohesion and resilience throughout all aspects of technical proposals humanitarian and recovery (narrative, logical framework, etc.).
- Overall, responsible for the timely implementation of the program activities ensuring that services are delivered on time, on budget and in compliance with donor regulations.
- Monitor, guide and supervise the field teams and partners in day-to-day project implementation informed by conflict sensitivity and following a needs-based approach.
- Ensure that all projects are implemented in ways responsive to communities, partners and children in line with SC’s principles, value and strategic plan and compliant with SC’s procedures, and look for a growing integration of the programmatic components.
- Explore innovative solutions and approaches to design competitive, effective, high-quality integrated programs (Humanitarian and Recovery).
- Promote synergies and ensure the overall coherence and relevance of multi-sectoral response through internal referral and ensure that an area-based approach is followed, with clear synergies among activities and sectors.
- Provide overall leadership, strategic direction, and management oversight for the CVA&FSL (and Shelter when needed) programs, ensuring alignment with organizational goals, donor requirements, and humanitarian standards.
**Partnership and Localization**
- Work with the Awards & Partnership team to identify appropriate partners for implementation of the Humanitarian and Recovery sector response, including conducting capacity assessment and developing capacity strengthening plans based on gap assessments.
- Work with the partners to develop their program design and proposals Humanitarian and Recovery, ensuring they align with SC strategy and award design.
- Ensure frequent review of partner progress against the budget and work plan and support partners to alter activities/strategies considering context changes or operational challenges.
**Technical Support and Program Implementation**
- Contribute to situation/response analysis, sector strategy documents and sector response plans as well as Program design for Humanitarian and Recovery, working with the partner teams and field teams to ensure design is appropriate and implementable.
