For more information about the organisation. **JOB CONTEXT:** Handicap International - Humanity & Inclusion (HI) initiated its operations in Sudan in early 2024, in Gedaref State, initially providing technical, financial and operational support to a national NGO, with activities managed remotely due to access constraints. Following HI’s registration with the Sudanese authorities in December 2024, the organisation progressively expanded its operational footprint. In January 2025, HI opened a base in West Darfur (El Geneina) and began direct implementation, including hygiene kit distributions for households with malnourished children, cash-based food assistance, and the strengthening of inclusive humanitarian approaches. In October 2025, HI opened an office and the launch of direct activities in Al Jazirah State, with a focus on physical rehabilitation (including stimulation therapy for children under five) and Inclusive Humanitarian Action, implemented in consortium with humanitarian partners. In January 2026, in light of the emergency in North Darfur, HI opened an office in Tawila to deploy Atlas Logistique teams, which are responsible for providing storage and transport services for humanitarian actors. An Emergency Medical team is also working alongside MSF Hospital to provide post-surgical rehabilitation care. 2026 perspectives Following the increase of institutional fundings, HI is currently in the phase of expending its footprint in Sudan, as per the following frame: \- Geographic priorities: Priority areas identified are Darfur, Khartoum, Gezira \- Country structure: - Sudan – Darfur: West and North (Darfur team with a transit base in Adré mutualized with the Chad program) - Sudan – Khartoum/ Madani for the Eastern and central operations and Port Sudan (for administrative purposes until full transfer of the authorities to Khartoum) \- Sectoral priorities; Physical and Functional rehabilitation (first focus on early rehabilitation and stimulation therapy), Basic Needs (WaSH and Food Assistance), Inclusive Humanitarian Action, ATLAS Logistique (Logistic support to Humanitarian operations) and Armed Violence Reduction **YOUR MISSION:** You, as the country MEAL Senior Officer, report to the country director. Your missions concern the entire Sudan country programme. You are in charge of designing, piloting and managing the MEAL function at country level, including the deployment of HI's MEAL and IM standards, the leadership of the country MEAL department, the contribution to country strategic positioning, and the external representation of HI's MEAL/IM expertise. The overall coherency of the projects and their quality control is ensured jointly with the Technical Unit Manager. The target is to line-manage 3 direct positions at country-level: 2 MEAL Officers and 1 IM Officer. Your main responsibilities will be : 1\. Strategy and Steering \- Define the MEAL component of the country Operational Strategy, pilot the related action plan, and position MEAL as a strategic function: 2\. Standards and Expertise \- Design the programme's MEAL and IM systems, ensure alignment with HI's Project Quality Policy (PQP), and monitor their implementation: 3\. Operational Implementation \- Contribute to improving HI's response within the country scope \- Contribute to defining and improving project quality \- Contribute to improving project management quality \- Contribute to ownership of learning frameworks and methodologies 4\. Information Management \- Streamline and steers Information Management as a country-level strategic asset, in coordination with the HI Specialist and country-level IM officer. 5\. Team Management & Institutionalization of MEAL/IM at Field Office Level \- Lead the country MEAL/IM team and institutionalize MEAL/IM functions across the country set-up 6\.
