Full Description
Mandatory Requirements: Thorough knowledge of federal acquisition statutes, regulations, and policies, including the FAR and applicable agency/IC supplements. Thorough knowledge of the full acquisition lifecycle from acquisition planning through contract closeout. Demonstrated skill in independently evaluating complex acquisition strategies and documentation for regulatory compliance, risk, and sound business judgment. Ability to perform and oversee complex cost and price analysis and develop negotiation positions. Thorough knowledge of contract types, including firm-fixed-price, cost-reimbursement, and IDIQ contracts, and their appropriate application. Demonstrated experience applying innovative acquisition authorities and methods, including OT and other non-traditional approaches. Demonstrated skill in interpreting procurement laws and regulations to develop defensible policy positions and implementation guidance. Ability to identify systemic acquisition risks and design compliant, enterprise-level solutions. Demonstrated written communication skills sufficient to develop policy memoranda, decision papers, and executive briefings. Ability to analyze procurement data and performance metrics to inform leadership decisions and strategic planning. Demonstrated strong organizational and project management skills to lead multiple complex initiatives simultaneously. Ability to build and sustain professional networks and exert influence across organizational boundaries in the IC and DoW. Demonstrated skill in communicating complex acquisition concepts to senior officials and non-acquisition stakeholders. Demonstrated sound judgment and commitment to preserving the integrity of the federal acquisition process. Ability to operate independently on highly complex assignments and advise senior leadership on novel or sensitive issues. Thorough knowledge of common acquisition business and industrial practices. Ability to write reports and correspondence in clear, concise language and in appropriate form and style to sufficiently document business clearance memorandums, negotiation memorandums, etc. Desired Requirements: Experience: At least two years of progressively responsible professional contracting experience comparable to next lower level in this occupation. Demonstrated experience in Key COTR Competencies for 1 year as a Level 1 COTR. Education: Bachelor's degree or higher in any field that includes or has been supplemented by, at least 24 semester hours of coursework in Business Administration, Accounting, Contract Administration, Finance, Law, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, Organization and Management. Employees hired from outside of the Agency may substitute applicable progressively responsible contract management experience for the Agency's Level II Contracting Officer Certification. CAT-II or equivalent course from another agency. 24 hours of Program Management training or equivalent. Certifications/Licenses: Successful completion of the Agency's Level II Contracting Officer Certification Program or equivalent standards (e.g. Certified to Level 2 according to DAWIA, Certified Contracting Officer and are designated procurement authority based on the requirements of the particular contracting situation.
