REQUEST FOR EXPRESSION OF INTEREST FOR THE SELECTION OF CONSULTING SERVICES TO SUPPORT THE IMPLEMENTATION OF THE PERFORMANCE-BASED BUDGETING PROJECT

REQUEST FOR EXPRESSION OF INTEREST FOR THE SELECTION OF CONSULTING SERVICES TO SUPPORT THE IMPLEMENTATION OF THE PERFORMANCE-BASED BUDGETING PROJECT
1.THE STATE OF SO PAULO intends to use part of the loan received from the International Bank for Reconstruction and Development (IBRD 7688BR) to hire Consulting Services fol-lowing the World Bank procurement procedures, in accordance with Law n 8.666, art. 42, 5, June 21, 1993, and its subsequent amendments and related legislation.
2.The consulting services aim to support the Secretariat of Planningand Regional Develop-ment (Secretaria de Planejamento e Desenvolvimento Regional - SPDR) in the implementa-tion of the Performance-Based Budgeting. The SPDR recently initiated a pilot of Perfor-mance-Based Budgeting with the Secretariat of Penitentiary Administration (Secretariade Administrao Penitenciria - SAP) so that the SPDR could allocatethe budget based on performance information, as well as provide concrete feedback for preparing and assessing a proposal of expansion of the performance-based budgeting method to the entire State Administration. The scope of consulting services includes: (1) Development of methodology and implementation of the Evaluation of Causality Relations onResults Chain of SAP`s policies; (2) Consultation and technical support to SPDR to revise program structures of the other State Secretariats involved with the results areas of SAPs policies in order to implement the basic model of Performance-Based Budgeting; (3) Development ofa Monitoring and Results Evaluation System; (4) Application of the methodology of the Evaluation of Causality Relations on Results Chain ofpolicies in other areas to be defined during the process; and (5) Preparation of final version of the methodology and techniques, and provision of recommendations and strategic guidelines for an intragovernmental coordination tool to allow the alignment of strategic objectives of the government, and desired results and responsibilities of different agents.
3.The SPDR invites eligible companies or institutions to express their interest in providing such consulting services. Interested companies or institutions must demonstrate to have the necessary qualifications to perform those services, providing proof of such qualifica-tions (description of similar assignments, experience in similar circumstances, team with the requisite qualifications etc.). For the purpose of strengthening their application, inter-ested companies and institutions may be organized under consortia and associations.
4.A company, institution or association will be selected in accordance with the Quality and Cost based Selection (QCBS) method set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011.
