Full Description
The Government of Rwanda, through the Ministry of Health (MoH) and the Rwanda Biomedical Centre (RBC), is preparing the Global Fund to Fight AIDS, Tuberculosis and Malaria Grant Cycle 8 (GC8) program continuation application for HIV, TB, and Malaria for the 2027–2029 implementation period. The application aims to sustain and accelerate progress towards national and global targets, while addressing persistent programmatic gaps and inequities. It is scheduled for submission by October 2026.
In this context, UNICEF seeks to engage an International Consultant to serve as the lead consultant, working closely with and coordinating a team of national consultants to support the Ministry of Health and the Rwanda Biomedical Centre in developing a high-quality, integrated, and evidence-based GC8 program continuation application. The consultant will provide technical assistance to ensure the application for HIV, TB, and Malaria is results-focused, aligned with Global Fund requirements, and responsive to national priorities.
The consultancy will be implemented through a hybrid modality, combining remote engagement with in-country missions during key strategic stages of the assignment that require intensive consultations and stakeholder engagement. It is anticipated that the consultant will undertake two missions to Rwanda, each estimated at 10 days, with the exact timing and duration to be finalized during the inception phase based on the agreed workplan and key milestones. Throughout the assignment, the consultant will also support capacity strengthening through the transfer of knowledge and skills to national consultants.
