Full Description

Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. Successful applicants will be distinguished from other applicants by a review of the Executive Competencies, Technical Competencies, Technical Qualifications, and Education Requirements, if required. An applicant's resume must show that their experience, education and accomplishments reflect the competence and professional standing required to provide expertise needed for this position. TECHNICAL QUALIFICATIONS (TQ) Intelligence Community Senior Officer Core Qualifications (ICSOCQ): Leading the Intelligence Enterprise. This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's (IC) mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the Intelligence enterprise and a shared commitment to the IC's core values. TQ 1. Expert knowledge of government contracting and the legal basis for contractual authorities and decisions. TQ 2. Demonstrated ability designing and implementing acquisition strategies that are innovative, reduce costs, improve schedule, consistent with requirements of law, policy and regulation, and ensure a positive mission outcome. TQ 3: Demonstrated strong interpersonal skills through effective customer service delivery, cross-functional collaboration, and employee mentorship and supervision. TQ 4: Demonstrated mastery of Federal Acquisition Regulation (FAR) and DoW procurement systems, including strategic understanding of recent acquisition reforms and anticipated policy modernization efforts. TQ 5: Requires Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Professional Certification or equivalent. EDUCATION REQUIREMENT Bachelor's degree from an accredited college or university.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated experience in fostering a high-performance culture that motivates diverse teams; assessing individual motivators to maximize potential; delegating authority and empowering others; soliciting input to promote shared ownership; affirming the value of each contribution; and being a respected leader others enjoy working with. 2. Demonstrated experience driving successful project outcomes; maintaining focus on delivering high-quality results; and leading self and teams toward effective achievement of objectives. 3. Proven ability to deliver timely, direct, and actionable positive and corrective feedback; communicate performance expectations clearly; address interpersonal challenges promptly and effectively (across teams, not limited to direct reports); and make tough decisions when required to support team success and agency goals.
