REQUEST FOR EXPRESSIONS OF INTEREST
The Socialist Republic of Vietnam
Financial Sector Modernization and Information Management System Project (FSMIMS Project)

Assignment title: Change Management
Reference No. (as per Procurement Plan): ST7 Package
The State Bank of Vietnam has received financing from the WorldBank toward the cost of FSMIMS Project, and intends to apply part of the proceeds for consulting services
under the contract namely "
ChangeManagement".
The services include:
Assessing current status and readiness level for changes
and design an appropriate and effective change management strategy;
Developing a Guide for Change Management which includes but is not limited to:
Approaches, methods, and processes to implement all change management activities;
A tool set for change management including but not limited to planning templates, assessing readiness level to changes, and guidelines for building consensus and addressing resistance.
03-year change management plan for SBV and CIC which includes a detailed schedule and-specific steps required for carrying outthe required changes. It should also consist of the evaluation criteria and methods
for assessing the progress with change management achievements
. It should include communication plan, plan of issuing guidelines on business processes under the scope of the project, training plan, sponsorship roadmaps.

Training
activities:
The consultant is required to design and implement a training program for SBV and CIC management and staff to facilitate the successful implementation of change management strategy
The service is planned to be provided over 12 months, starting from January 2015, with a team of 3-4 specialists. Interested consulting firms are encouraged to refer to the Project Appraisal Document, General Procurement Plan at

The State Bank of Vietnam now invites eligible consulting firms(hereinafter called the Consultants) to indicate their interest in providing the services. The Consultants, in order to be shortlisted,
must demonstrate that they have the required qualifications and relevant experience to perform the services (description of similar assignments, experience in similar conditions, appropriate qualifications, etc.). The Consultants must legally be able toconduct business in the countries for which they are registered.
The short listing criteria a
re: (
a
) core business, years inbusiness (at least 5 years) and projects carried out; (
b
) qualification in the field of (b1) change management, planning and implementing changes in internal organization, business processes and resources at Government agencies, banking and financial institutions; and (b2) carrying out relevant training activities.
Working experience in Vietnam
will be an advantage; and (
c
) general qualifications and number of key staff. Consultants may associate to enhance their qualification.
The Consultant will be selected in accordance with the Selection based on the Consultants' Qualifications (CQS) procedures set out in the
Selection and Employment of Consultants by World Bank Borrowers,
dated May 2004 (revised October 2006).
