Introduction Description of the Assignment: Under the supervision of the I-LEAD Project Manager and with guidance from the Programme Analyst of the Climate Action Programme Team, the Capacity Development Expert will be responsible for the following functions: a. Lead the development/enhancement of the capacity development plan for NCIP, indigenous community partners, and stakeholders; b. Facilitate the formalization of partnerships with academic institutions for education, skills development, and research initiatives; c. Support the review/development of training modules and learning materials for the IPS, IPMRs, ADMOs, Women IPOs, and IP youth organizations; d. Provide inputs on the documentation and operationalization of traditional governance systems, particularly the ADMO, to enhance institutional functionality, particularly priority capacity development enhancement,; e. Contribute to the development of the operations manuals, organizational plans, and M&E frameworks for ADMOs; f. Provide technical inputs to the enhancement of the Indigenous Peoples (IP) Master Plan; g. Provide technical inputs to the development of the IP Investment Portfolio and Framework for Renewable Energy Development; h. Facilitate and document initial discussions with NCIP in the establishment of IP academy including the development of curriculum. Qualifications: • A bachelor’s degree in education, human resources, organizational development, economics, entrepreneurship, or related fields; an advanced university degree (master’s degree or higher) in the aforementioned fields is an advantage. • At least seven (7) years (for master’s degree/PhD) or 10 years (for bachelor’s degree) of working experience in organizational development including competency mapping and assessment, curriculum and training module development for adult and alternative learning systems, and capacity-building initiatives for diverse stakeholders. • As indicated in CV, must have been involved with: • • At least one project on designing and implementing training needs analysis (TNA) • At least two projects with IPs/ICCs • At least two projects with government agencies related to capacity building and institutional strengthening • At least one training event using e-learning or blended learning platforms • Preferably with at least two projects with UNDP, UN agencies, INGOs, NGOs or academic institutions • At least 7 years of experience in facilitation and stakeholder engagement skills, with the ability to build trust and maintain productive relationships across diverse groups • At least 2 sample works, authorship or lead, in developing works on organizational development, capacity development plan, training module or manuals and/or training design. Quality and relevance must demonstrate strong analytical and communication skills, with the ability to synthesize complex information and translate this into clear reports, training modules, or advocacy documents, as reflected in the submitted work samples. Period of assignment/services: estimated level of effort of 65 days spread over 8 months Duty Station: Metro Manila, Philippines Proposal should be submitted directly in the portal no later than indicated deadline.
