Amal Healing and Advocacy Center (AHAC) is a Syrian women-led and refugee-led organization founded in 2014 and officially registered in Türkiye in 2017 and Syria in 2025. AHAC works with and for Syrian women in Türkiye and Syria through integrated programming on legal aid, psychosocial support, case management, GBV prevention and response, political empowerment, and transitional justice. Like many women-led civil society organizations in the Syria response, AHAC has been directly affected by the global humanitarian and development funding contractions of 2025–2026. With bridge support from the UN Trust Fund under Outcome 3 of the project "Hand in Hand to End Violence Against Women," AHAC is investing in a structured resource mobilization effort to secure sustainable, diversified funding beyond the current funding gap. AHAC is seeking an experienced International Fundraising and Resource Mobilization Consultant to map donor opportunities, develop a resource mobilization strategy, and produce at least three donor-ready proposals. ## Objective To strengthen AHAC's institutional sustainability and financial resilience by: - Mapping the funding landscape for women-led organizations working on EVAWG, refugee protection, legal aid, PSS, and political empowerment in the Türkiye / Syria context; - Developing a practical, time-bound resource mobilization strategy aligned with AHAC's mission and absorption capacity; - Drafting at least three donor-ready proposals or concept notes for submission to prioritized international donors during the consultancy. **Duration:** 2.5 months (mid-June 2026 – end August 2026) ## Scope of Work **Task 1 — Rapid Organizational and Funding Landscape Assessment** Review AHAC's current programs, capacity, and donor portfolio; analyze the regional and global funding landscape for women-led organizations in the Syria response, including return- and reintegration-related funding. **Task 2 — Donor Tracker** Develop a structured, prioritized donor tracker for AHAC covering bilateral donors, UN agencies, private foundations, women's funds, and pooled funds. The tracker must include, at minimum: donor name, thematic priorities, eligibility criteria, average grant size, open/upcoming deadlines, geographic focus, application requirements, entry points and contact information, and an alignment rating with AHAC's mission. The tracker should be delivered as a reusable Excel/Google Sheets tool that AHAC can update independently after the consultancy ends. **Task 3 — Development of Donor-Ready Proposals / Concept Notes** Draft and finalize at least three donor proposals or concept notes tailored to specific prioritized donors identified in Task 2. Each must include a problem analysis, theory of change, results framework, activities, sustainability strategy, and Lump Sum budget. The consultant will support submission of the proposals to the identified donors before the end of the consultancy. **Task 4 — Capacity Transfer** Deliver one online orientation session (1.5–2 hours) for AHAC's leadership and program staff on the donor tracker, proposal pipeline, and ongoing use of the tools. Provide reusable templates (donor tracker, proposal outline, concept note template) that AHAC can use after the consultancy ends. ## Required Qualifications **Essential** - Advanced university degree in international development, gender studies, social sciences, public administration, or a related field. - +5 years of progressive experience in fundraising, resource mobilization, and proposal development for international NGOs, UN agencies, or women's rights organizations. - Demonstrated track record of successfully securing grants from at least three of the following: UN Women, UNHCR, UNFPA, UN Trust Fund EVAW, EU/ECHO, GIZ, SIDA, NORAD, FCDO, GAC, U.S. State Department/PRM/DRL, women's funds (e.g., Global Fund for Women, Mama Cash, FRIDA, UAF), or major private foundations. - Strong knowledge of EVAWG, GBV prevention and response, women's rights, refugee protection, and the Women, Peace and Security agenda. - Excellent written English; ability to write compelling, donor-quality narratives and results frameworks. - Familiarity with the Syria response, the Türkiye operating context, and/or work with women-led and refugee-led organizations. **Desirable** - Working knowledge of Arabic. - Experience supporting small-to-medium, women-led national NGOs in transitioning to diversified, multi-donor funding portfolios. ## Safeguarding and Equal Opportunity AHAC is committed to safeguarding and to a zero-tolerance approach to sexual exploitation, abuse, and harassment (PSEAH).
