DanChurchAid (DCA) is seeking a qualified and motivated **Sub-Thematic Lead – Cash Consortium** to join our team in **Juba**, with 60% Regular field travel, including to remote or high-risk areas
DCA has worked in South Sudan since 2007, supporting vulnerable communities through programmes that save lives, build resilient communities, and fight extreme inequalities. We work in partnership with national organisations across several states in South Sudan.
**About the role**
The Sub-Thematic lead provides technical support within the South Sudan Cash consortium sitting in the Consortium Management Unit (CMU) and reporting to the Consortium Director. The role ensures harmonization of methodologies, standards and strategies across all cash consortium partners in line with the cash working group and global best practices for Cash and Voucher Assistance (CVA), nutrition, and protection. The position is responsible for driving programmatic coherence, fostering innovation and learning in CVA delivery, and strengthening referral pathways and accountability systems to enhance impact and safeguard affected populations.
The Sub-Thematic Lead will support the Consortium Director in coordination with the Cash working group, contribute to donor engagement efforts including government stakeholders, and operational partners. The position is responsible for ensuring consistent application of standards and approaches across consortium programming. He/ She will promote evidence-based innovation and learning in the provision of cash assistance, whilst strengthening accountability to affected populations. The role will ensure effective linkages are established between cash and voucher assistance, nutrition and protection.

**Key Responsibilities**
- **Standardization of approaches:** Ensure that agreed upon approaches, tools, and methodologies for the integration of Food Security, Health, Nutrition, and Protection in cash transfer programming are applied across the consortium. In addition, provide technical oversight of Cash‑plus pilots implemented by different partners, ensuring lessons learned are captured and approaches harmonized for scale‑up.
- **Capacity strengthening**: Where applicable support consortium partners through technical assistance and training on agreed approaches and standards.
- **Quality assurance:** Through ongoing monitoring, ensure the adherence to the core humanitarian principles, including conflict sensitivity, gender and equality, and Accountability to affected population in consortium partners programme areas.
- **Coordination (Internal):** Work closely with all consortium members, both international and national to ensure harmonized approaches, tools, and methodologies across cash programming. Facilitate joint planning, peer learning, and adaptive management to strengthen coherence and accountability within the consortium.
- **External coordination:** Support the Consortium Director in engaging with the Cash Working Group (CWG), government authorities, and donors to ensure alignment with national frameworks and global standards in Health, Nutrition, and Protection. Contribute technical inputs to sectoral discussions and ensure consortium practices reflect agreed standards and commitments.
- **Innovation and learning:** Focus on adaptive learning, best practices documentation and learning on innovative programming to enhance the links between cash, nutrition outcomes, and protection systems
- **Resource allocation:** Provide technical guidance on resource allocation in line with the consortium objectives.
- **Risk management:** Identifying and advise on risks affecting programme quality and compliance.
- **Reporting:** Contribute to the consortium wider reporting and ensuring timely updates to donors and relevant stakeholders.
- **Field engagement:** Conduct strategic field visits to partner sites to monitor adherence to consortium standards and strengthen accountability.
- **Coordination:** Engage in the cash working group and relevant consortium technical working groups to align strategies and influence sectoral standards.
- **Representation:** Represent the consortium in clusters, working groups, and donor coordination mechanisms
- **Stakeholder liaison**: Engage with national/local authorities, UN agencies, INGOs, and civil society partners to foster collaboration.
- **Standards harmonisation through M&E**: Ensure consortium approaches align with national frameworks and inter agency standards
- **Standards and compliance:** Ensure adherence to global standards across all consortium partners implementation especially on protection mainstreaming, gender, conflict sensitivity and accountability to affected populations.
