Overview of position
About the CTG talent roster:
- The CTG Talent Roster is a pre-vetted talent pool designed to support rapid deployment when suitable assignments arise with development, humanitarian, government, and institutional partners. Joining the roster is not an immediate job offer. Candidates who successfully complete screening may be contacted for future opportunities that match their expertise, availability, mobility preferences, and commercial expectations.
- Roster membership is typically valid for up to three (3) years and may be renewed based on continued relevance of experience, candidate availability, performance feedback, and programme demand. Rostered candidates may be considered for short-term, long-term, on-site, hybrid, or advisory assignments across multiple regions, including the Middle East, Africa, Asia, and other locations, depending on project needs.
Purpose of the role:
- To provide mid-to-senior policy advisory support on governance, public policy, institutional reform, socioeconomic development, public administration, strategic planning, and implementation of national reform priorities.
Contract Type:
- Roster-based engagement (deployable based on project needs)
Roster Duration:
- Up to 3 years, renewable based on continued relevance, availability, performance feedback, and programme demand
Potential Duty Stations:
- Multiple locations globally, with potential assignments in reform-oriented, middle-income, transition, and government advisory contexts, including the Middle East, Africa, Asia, and other regions.
Role objectives
Policy Advisory & Reform Design:
- Provide policy advice on governance, public administration, institutional reform, socioeconomic development, service delivery, and national transformation priorities.
- Support design, review, and implementation of policy frameworks, reform roadmaps, strategies, and action plans.
- Undertake policy analysis, political economy analysis, institutional diagnostics, options analysis, and evidence-based advisory work.
- Translate complex policy issues into clear recommendations for senior decision-makers.
Institutional Strengthening & Coordination:
- Support institutional capacity development, centre-of-government coordination, delivery units, inter-ministerial coordination, and reform implementation mechanisms.
- Advise on governance systems, accountability frameworks, regulatory reform, performance management, and service delivery improvement.
- Support alignment of policies and programmes with national strategies, SDGs, and development priorities.
Stakeholder Engagement & Facilitation:
- Engage with ministries, public agencies, development partners, private sector actors, think tanks, and civil society as required.
- Facilitate consultations, workshops, policy dialogues, and coordination meetings.
- Support consensus-building across institutions and translate stakeholder inputs into practical policy outputs.
Reporting & Knowledge:
- Prepare policy briefs, analytical notes, reform roadmaps, presentations, decision memos, concept notes, and knowledge products.
- Document lessons learned, implementation risks, reform bottlenecks, and practical recommendations.
Project reporting
This role reports to the line manager.
Key competencies
Education:
- Bachelor’s or Master’s degree in Public Policy, Public Administration, Economics, Political Science, Governance, International Development, Law, Social Sciences, or a related field. A Master’s degree is preferred for senior advisory assignments.
Experience:
- 10-20 years of progressively responsible experience in policy advisory, governance, public administration, institutional reform, economic development, or related fields.
- Candidates will be assessed and aligned to appropriate assignments based on their level of experience, technical depth, and seniority.
- Experience advising government institutions, UN agencies, IFIs, OECD-type institutions, development partners, or major reform programmes is strongly preferred.
- Experience in middle-income, transition, or reform-oriented contexts is an advantage.
Technical Skills:
- Policy analysis, strategy development, institutional diagnostics, and reform road mapping.
- Understanding of governance systems, public administration, public sector reform, policy implementation, and SDG alignment.
- Ability to engage senior government counterparts and facilitate multi-stakeholder coordination.
- Strong writing, synthesis, presentation, and advisory skills.
- Ability to operate with discretion, political awareness, and sensitivity in government-facing environments.
Language Requirements:
- Fluency in English is required.
- Arabic language skills are an advantage, particularly for government-facing or Middle East-based assignments.
Other Requirements:
- Ability to work in multicultural and interdisciplinary teams.
