Full Description

**Program Background**

Partnerships for Infrastructure (P4I) Phase 2 is an Australian Government initiative to support quality infrastructure development that drives inclusive growth in Southeast Asia. P4I-2 is a 10-year initiative to December 2035, with an initial period of five years from January 2026 to December 2030.

P4I works with partners to strengthen policy and regulatory frameworks related to infrastructure development. It also addresses obstacles to project development, including through advice on financing strategies (with an emphasis on mobilising private finance). P4I works closely with Australian Government and industry to help bring relevant solutions to Southeast Asia’s infrastructure development challenges, in line with Australia's Southeast Asia Economic Strategy to 2040.

P4I currently works in four sectors: land transport resilience, maritime decarbonisation, integration of renewables into energy systems, and telecommunications. P4I incorporates inclusion (gender equality, disability and social inclusion) and climate (mitigation and adaptation) across these four sectors.

P4I is a multi-country program that also works directly with ASEAN and its secretariat. P4I works in Cambodia, Laos, Malaysia, the Philippines, Thailand and Vietnam. P4I will increase engagement in Timor Leste given its entry into ASEAN and retains flexibility to support activities in Indonesia (as requested by Australia’s bilateral program to Indonesia).

The P4I Program Office in Bangkok provides strategic direction and program management, with close engagement with P4I-funded locally engaged DFAT staff at Posts. A P4I Program Executive oversights implementation, led by a DFAT Strategic Director and Deputy Director, supported by a delivery partner Team Leader (Executive Director).

**The Role**

The Senior Procurement Specialist will provide advice on the procurement activities and provide contract administration services. This role is responsible for setting up a delivery model for P4I that enables it to access specialist sectoral expertise for activity delivery through a small number of subcontracts. This will include designing the approach to market, design the contract framework, tenderer selection, contract negotiation, establishing contract management systems, and bedding down contract delivery. The role requires a specialist experienced in procuring professional services.

**Roles and Responsibilities**

— Undertake preliminary market analysis to determine potential suppliers and benefits, risks, and feasibility of different approaches to a delivery model.

— Design the delivery model in close collaboration with the P4I Program Executive, taking into account the following initial expectations (which will be further informed by the above market analysis):

̶ Establishing sector-specific contracts that allow P4I to access technical resources for activity delivery. (By way of a general guide, contracts may be used to procure up to $20 million worth of services over a 5-year period.)

̶ Contracts will operate on a draw-down basis with individual activities scoped, approved and resourced on a rolling basis.

— Design the approach to market (including evaluation approach) and set out a detailed written workplan.

— Develop request-for-tender (RFT) documents in line with DFAT and DT Global corporate requirements. This will involve close collaboration with P4I sector specialist and other staff.

— Manage the tender process, featuring close market engagement.

— Manage the tender evaluation process, drawing on sectoral and other expertise from the P4I program office. Prepare recommendations regarding preferred suppliers (for Program Executive and DFAT approval).

— Ensure all procurement activities are conducted in compliance with the Commonwealth Procurement Rules (CPRs), including maintaining value for money, fairness, transparency, and appropriate documentation and probity through
