**Nonviolent Peaceforce (NP)** is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.
**OVERVIEW**
NP has operated in the Philippines for more than two decades, working alongside communities to prevent violence and support peacebuilding efforts. Our work has aimed to strengthen local peace structures, deter violations against civilians, and encourage protection capacities in conflict-affected communities in partnership with local civil society. This has included monitoring and reporting individuals’ concerns about safety, protective accompaniment for civilians and organizations in areas of conflict in the Bangsamoro Autonomous Region of Muslim Mindanao (BARRM) and adjacent provinces, including Maguindanao del Sur, Maguindanao del Norte, Lanao del Norte, SGA, Basilan, Sulu, and Tawi-Tawi.
The Philippines country programme is currently entering a period of strategic transition as NP begins to orient the programme toward a structured exit strategy within the next 3-5 years.
**JOB SUMMARY**
The Programme Impact Analyst (PIA) plays a pivotal role in analysing the impact of past and current NP programming in the Philippines and consistently guides programming towards structured exit strategy.
The PIA is charged with overall oversight of Monitoring and Evaluation for all NPP current grants, as well as Learning activities. While tracking progress is an important element, this role focuses on the centrality of analysis and articulation of impact, especially as it relates to three intersecting objectives of NPs exit strategy / strategic programme transition: **(1)** strengthening UCP sustainability **(2)** supporting learning and impact documentation **(3)** documenting and communicating the impact, learning, and legacy of more than two decades of UCP work in the Philippines. Combined, analyses and articulation of impact will inform NP’s organisational learning and feed into current and future programming in other contexts.
The position is also expected to facilitate ongoing learning of NPs partners, document legacy and help guide NPs transition.
The PIA works closely with the Program Manager and Project Coordinators to ensure that data and evidence effectively inform storytelling, donor communications, disseminate and document lessons learned around the sustainability of UCP in NPP.
The PIA is expected to combine strong technical M&E expertise with a solid understanding of project implementation, ensuring that monitoring systems are practical, field-responsive, and directly support effective programme delivery and adaptive management while still meeting donor requirements.
**KEY RESPONSIBILITIES**
**Data Collection, Management, and Quality Assurance**
- Assign data collection tasks and monitor progress against timelines.
- Support and coach M&E Officers with the collection and analysis of relevant data, articulating impact, and facilitating learning across field teams and partners.
- Lead the design and implementation of monitoring plans to gather, analyse, and articulate relevant data and case studies that demonstrate the functioning and impact of unarmed and nonviolent approaches to civilian protection.
- Conduct regular visits to project sites in each country to ensure data quality and accuracy, and to support the adaptation of MEAL approaches including Peace Impact Framework (PIF).
- Advise Senior Management on implementation adjustments based on monitoring results and emerging risks.
- UCP sustainability: Develop quantitative and qualitative approaches to impact measurement and data collection that demonstrate examples of or opportunities. Consolidate findings into actionable recommendations for UCP sustainability for NP and partners.
**Reporting, Evaluations, and Donor Compliance**
- Lead the collection, analysis, and interpretation of project data to track progress against project objectives and inform decision-making that contributes to the exit strategy.
- Prepare high-quality data analysis for internal and external reports, ensuring accuracy and timeliness. Contribute evidence and lessons learned sections to EU and other donor submissions.
