**Program Background**
The Indonesia Democratic Participation Program (Partisipasi) is an AUD30 million, 4.5-year investment by the Australian Government, running from early 2026 until June 2030. The program aims to support Indonesian state and non-state actors to strengthen substantive democracy in line with Indonesia’s Long-Term Development Plan, and objective 3 of the Australia–Indonesia Development Partnership Plan 2024–2028. Partisipasi has five focus areas: electoral integrity, parliamentary engagement, civic participation and education, independent and quality media, as well as countering mis/disinformation. It will support government-to-government partnerships with elections and parliamentary bodies (Component 1), as well as a civil society partnership (Component 2). Working at both the national level and in three subnational locations, it seeks to strengthen institutional resilience, civic actors and collaborative democratic action.

**Objectives of the Role**
The Program and Monitoring, Evaluation and Learning (MEL) Coordinator will support the effective planning, implementation, and reporting of Partisipasi Component 1 activities. Working closely with the Program Support Unit (PSU) Senior Manager, the Finance and Operations Coordinator, and the Partisipasi MEL Hub, the Program and MEL Coordinator will support strong internal coordination across program delivery, finance, risk management and MEL functions, and act as a reliable liaison with government counterparts, Technical Advisory Panel (TAP) advisers, and other stakeholders.

**Roles and Responsibilities**
Program Coordination

- Support the PSU Senior Manager with work planning for Partisipasi Component 1 activities, as well as consolidation of the broader Partisipasi four-year workplan and its annual iteration.
- Coordinate PSU inputs for relevant Partisipasi program strategies and action plans (e.g. cross-cutting issues), including to support relevant communications tasks for Component 1 activities.

- Prepare draft Terms of Reference (ToR) and activity budgets in consultation with other PSU staff, ensuring alignment with program budget allocations.

- Arrange meetings with GOI and GOA partners, stakeholders, technical advisers and others in support of program activity planning and delivery, under the guidance of the PSU Senior Manager and DFAT.

- Undertake logistics and administrative work relating to the preparation, implementation and reporting of PSU activities and events. This includes arranging travel and accommodation for participants, sending invitations, preparing materials, recording attendance, note-taking, and coordinating with the Finance and Operations Coordinator in the procurement of external vendors for events and activities.

- Support the PSU Senior Manager with secretariat tasks for the Program Advisory Board, as required.

- Establish and regularly monitor a Partisipasi email inbox to serve as a contact point for public and external enquiries related to Partisipasi. Consult with the PSU Senior Manager about proposed responses, directing enquiries to the appropriate DFAT, Partisipasi Convenor, or other partner representatives.

- Participate in key Partisipasi management and governance arrangements, including the six-monthly joint reflection workshop, the DFAT Civil Society Strategic Coordination Meeting, Ways of Working workshops, among others, to help ensure alignment between Partisipasi Component 1 and 2 support.

MEL

- In coordination with the Partisipasi MEL Hub, contribute insights into the co-development of Partisipasi’s MEL tools, submit quarterly Partner Reflection Notes, and participate in MEL Clinics.
