**Miyamoto International (“Miyamoto”)** is in business to make the world safer. Miyamoto is a global multi-hazard engineering and disaster risk reduction firm that provides resiliency expertise that sustains industries and safeguards communities across the globe.

We are seeking a highly qualified **Incident Command and Crisis Response Specialist** based in the Philippines to support the development and operationalization of emergency response systems, with a strong focus on incident management structures, field coordination, and responder support mechanisms.

*Please note: This is a project-based, grant-funded consultancy position. Appointment is subject to project award and any required donor approvals.*

**This position is based in the Philippines. No relocation support will be provided.**

**Position Summary**

The Incident Command and Crisis Response Specialist will play a critical role in strengthening the operational readiness of public institutions by supporting the design and implementation of incident command systems, emergency coordination protocols, and field-level response mechanisms.

Success in this position requires a strong understanding of emergency response environments, crisis coordination structures, and stress management in high-risk operational contexts. The Specialist will work closely with government counterparts and the project team to ensure that response systems are not only technically sound, but also human-centered, adaptive, and functional under real-world conditions.

This role will collaborate closely with the Team Leader and Policy Specialist to ensure that operational systems are fully aligned with national preparedness frameworks and institutional capacities.

**Key Responsibilities**

- Support the design and operationalization of incident command systems and emergency coordination structures.
- Provide technical guidance on field-level emergency response protocols and crisis management procedures.

- Contribute to the development of operational manuals, response playbooks, and incident coordination guidelines.

- Support capacity-building activities related to emergency deployment, responder coordination, and command structures.

- Provide technical input to emergency simulations, drills, and scenario-based exercises.

- Support the integration of responder well-being, stress management, and psychological first aid into response frameworks.

- Assist in the documentation of lessons learned, after-action reviews, and response system improvements.

- Contribute to technical reports, operational briefs, and project deliverables.

- Support stakeholder consultations and technical workshops.

- Coordinate closely with the Team Leader and Policy Specialist to ensure system coherence.

**Qualifications and Experience**

- **Education:** Bachelor’s degree in psychology, emergency management, disaster response, social sciences, or a related field is required. A Master’s degree in a relevant field is preferred.
- **Experience:**

- Minimum of ten (10) years of professional experience in emergency response, crisis management, or disaster operations.

- Preferably at least five (5) years of relevant experience supporting incident command structures, field operations, or emergency response teams.

- Demonstrated experience in crisis response environments and high-pressure operational contexts.

- Experience working with government agencies, first responders, or humanitarian response actors is strongly preferred.

- **Knowledge:**

- Strong understanding of incident command systems, emergency coordination mechanisms, and field response operations.

- Familiarity with responder safety, stress management, and psychological first aid principles.

- Knowledge of international emergency management standards and best practices.

- **Skills:**

- Strong problem-solving and decision-making abilities in dynamic environments.

- Excellent communication and interpersonal skills.

- Strong facilitation and training skills.

- Ability to translate complex operational systems into practical guidance.

- High emotional intelligence and adaptability.

- **Languages:**

- Fluency in English (oral and written) is required.

- Knowledge of Filipino or other local languages is an asset.
