**About PIN Ukraine:**

People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation, providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 5 million vulnerable IDPs, returnees and host communities in urban and rural areas.

**General information about the role of the person:**

People in Need (PIN) Ukraine is looking for a strong leader to **Head** **of Logistics, Procurement, and IT Department**.

This is a senior management role responsible for ensuring that procurement, logistics, and IT services are delivered efficiently, transparently, and in full compliance with donor requirements and Ukrainian legislation. The role is critical in supporting humanitarian programs and ensuring effective resource management across the country mission.

You will be part of a mission-driven organization where your decisions directly impact thousands of lives.

You will work closely with senior leadership and lead a large, diverse technical team across multiple locations.

Under the supervision of the Deputy Country Director for Systems and Operations, you will be responsible for:

- ensuring efficient delivery of services across all three functions
- driving process improvements and cost-efficiency

- strengthening compliance, risk management, and transparency

- leading a geographically dispersed team

This role combines strategic leadership + operational delivery + transformation.

**Main areas of responsibility:**

**Strategic leadership & operations**

- Ensure effective delivery of logistics, procurement, and IT services across the country mission
- Strengthen supplier management and market analysis

- Ensure transparent and auditable procurement practices

- Lead development and implementation of departmental strategy aligned with organizational priorities

- Drive efficiency, transparency, and value-for-money principles across all operations

- Oversee budgeting and cost planning for department activities

- Ensure effective management of: fleet. assets, warehousing, stock systems

- Support project implementation with **timely logistics solutions**

- Ensure the asset tracking, inventory control, and lifecycle management

**Systems, compliance & process improvement**

- Develop and update SOPs, policies, and procedures
- Ensure compliance with:

- donor requirements

- internal PIN policies

- Ukrainian legislation

- Lead internal audits, risk assessments, and mitigation plans

- Identify opportunities for Introduce process automation and optimization initiatives and provide support different departments

**Department & people management**

- Lead and develop a multi-functional team (logistics, procurement, IT)
- Ensure performance management, coaching, and professional growth

- Strengthen team accountability, communication, and ethical behavior

- Support HR decisions including hiring, contracts, and structure planning

**Coordination & representation**

- Represent the department internally and externally (coordination meetings, clusters, donors)
- Work closely with senior management and field operations

- Support mission-wide decision-making and problem-solving

**Qualification Criteria:**

- Minimum 7 years of progressive experience in logistics, procurement, supply chain management, operations, or related functions, including at least 5 years in a managerial or senior leadership role;
- Previous experience in humanitarian, NGO, or international organizations is highly desirable;

- Strong knowledge of procurement, logistics, asset, fleet, warehouse, and IT management processes;

- Proven experience managing large and geographically dispersed teams in complex operational environments;

- Excellent understanding of donor compliance requirements, risk management, internal controls, and Ukrainian legislation related to operations and procurement;

- Experience with process improvement, systems optimization, and operational efficiency initiatives;

- Strong leadership, decision-making, coordination, and problem-solving skills;

- Ability to work under pressure and manage multiple priorities in a fast-paced humanitarian context;

- Excellent communication, negotiation, and stakeholder management skills;

- Advanced computer skills, including MS Office and operational management systems;
