**General context of the project**

INTERSOS is an international non-profit humanitarian organization founded in 1992. INTERSOS works towards a world of equality, justice, peace, and solidarity. To achieve this, INTERSOS supports people in living with dignity and safety, alleviating suffering and responding to the needs of populations affected by crises, extreme poverty, disasters, and conflict.

INTERSOS began working in Lebanon in 2006 to support populations affected by the Lebanese-Israeli war. Since 2013, it has been assisting vulnerable populations impacted by the Syrian crisis, including Syrian refugees and Lebanese host communities, delivering protection, shelter, WASH, and education assistance. Currently, INTERSOS is responding to the ongoing escalation of hostilities with Israel through emergency protection, shelter, and WASHinterventions. INTERSOS operates from three main bases—South, Bekaa (Zahle), and Beirut and Mount Lebanon (Beirut) —as well as a shared office in the North, covering all governorates in Lebanon.

**General purpose of the position**

The position includes two main components: the management of INTERSOS’ programme portfolio in South Lebanon and Nabatiyeh governorates, and the overall management of the base. This entails the management of the different projects implemented at base level, with programme implementation supported by the dedicated project teams under the leadership of Project Managers, as well as by the functional roles in charge of the technical supervision of programmes (Protection Manager, WASH & Shelter Manager). The overall base management is supported by Support Department Officers.

In terms of programme management, the Head of Base/Programme Manager is responsible for the overall management, financial administration, and implementation of the projects, ensuring the achievement of their objectives and expected results.

As part of the mission Senior Management Team (SMT), s/he will contribute to the identification of funding opportunities and emerging needs, support project design and proposal development, and represent INTERSOS in regional coordination mechanisms and with different stakeholders at area level.

Any additional tasks strictly related to the role and necessary for the implementation of activities may also be assigned.

**Main responsibilities and tasks:**

**Programme Management and Strategy**

• Ensures effective management and coordination of project teams and overall programme implementation at base level, including close coordination with the Head of Base for BML and Bekaa for projects implemented across multiple bases and for the same interventions implemented across different areas of intervention, as well as coordination between the different projects implemented within the South area of intervention.

• Contributes to the formulation of new projects, as well as to the programme strategy for the respective area of intervention, and supports their realignment in light of field assessment findings.

• Ensures a comprehensive vision of the intervention within the area, strengthening complementarities between the different projects implemented.

• Ensures systematic information sharing and regular updates with the Head of Programme, Technical Coordinators and Head of Mission.

• Together with other SMT members, contributes to the development of the Country Strategic Plan and ensures operationalization of the associated Annual Action Plan deliverables at base level.

• Performs periodic field visits to ensure the quality of interventions in compliance with internal and donor standards.

**Team and HR Management**

• Supports, motivates, and leads staff at base level in order to ensure a healthy working environment and smooth and efficient collaboration, project implementation and overall delivery of work.

• Shares relevant information and conducts regular meetings with the team to review planning and discuss main concerns.
