**Position**: Finance & Accounting Manager, Central African Republic
**Reports to**: Country Director, CAR
**Location**: Bangui, CAR
**Status**: Full-time
*This position has a preference for hiring a Central African Republic national. Water for Good is open to hiring an expat who can live within the Central African Republic. Water for Good will consider expats from the countries of Cameroon, Chad, Equatorial Guinea, Gabon, and Republic of Congo.*
**Position Summary:**
The Finance & Accounting Manager leads country finance, accounting, and procurement support for the CAR program, ensuring effective and transparent utilization of financial resources and the integrity of financial services. The role is responsible for timely month-end close, accurate financial reporting, robust internal controls, and compliance with organizational policies, donor agreements, and statutory requirements. The position partners with program and leadership teams to support planning, budgeting, and decision-making and builds staff capacity through coaching and knowledge.
**Responsibilities and Duties Overview:**
*Budgeting & Financial Management*
- Lead annual budgeting and periodic forecasting with the Country Management Team.
- Support program teams in workplans, budgets, cost estimates, and forecasts.
- Provide budget-versus-actual analysis and corrective actions.
- Monitor revenues and expenditures against budgets.
- Support proposal development (budgets and narratives).
- Conduct financial due diligence and partner assessments.
- Manage banking relationships and financial matters.
*Financial Reporting, Compliance, & Audit*
- Oversee accounting operations to ensure transactions are accurately recorded and compliant with OHADA/SYSCOHADA & GAAP requirements.
- Lead the month-end close process (reconciliations, journals, schedules).
- Lead year-end close and financial reporting including preparation of annual financial statements and statutory reports, accurate reconciliations, supporting schedules, and audit-ready documentation.
- Ensure compliance with internal policies, donor rules, and statutory obligations.
- Support review and update finance and procurement policies and strengthen internal controls.
- Improve processes and mitigate financial risks.
- Lead audit readiness and coordinate external and statutory audits.
- Review payroll, statutory deductions, and CNSS compliance.
- Ensure accurate and timely tax filings and statutory submissions, while overseeing tax compliance with external advisors.
- Support contract reviews and provide financial input
- Lead periodic grant reporting and ensure donor compliance, maintain grant files, and track reporting deadlines.
*Procurement, Asset, & Inventory Management*
- Oversee procurement systems ensuring transparency and compliance.
- Review procurement files and ensure value for money.
- Conduct supplier for benchmarking and performance reviews.
- Maintain asset registers and ensure quarterly inventory counts are timely and accurately conducted and documented.
- Review inventory records and stock cards.
- Guide asset disposal per policy and donor rules
*Capacity Building & Leadership*
- Supervise and mentor finance and procurement staff.
- Provide coaching, training, and performance management.
- Conduct field visits to support implementation.
- Promote accountability and continuous improvement
- Promote a culture of accountability, service, and continuous improvement across finance and procurement functions.
- Other duties as assigned.
**Work Experience & Qualifications**
*Required Qualifications:*
- Passion for Water for Good’s mission of transforming lives through sustainable access to safe water, as well as improved sanitation and hygiene, in places that need it most.
- Advanced to fluent communication skills, written and verbal, in both the French and English languages.
- A Bachelor's Degree in Accounting.
- 5+ years of progressively responsible professional experience in finance, accounting, budgeting, or financial management
- Knowledge of IFRS or other internationally recognized accounting standards.
- Experience leading finance processes, including audits, month-end and year-end close processes, financial reporting, budgeting, and budget forecasting.
- Experience overseeing financial controls, audit preparation, risk management, compliance with donor and organizational policies and procedures.
- Experience mentoring, supervising, and coaching finance staff, including capacity building and performance management.
- Experience working in hardship, post-conflict, or insecure environments, particularly in the Central African Republic or similar contexts, is an asset.
- Strong leadership, supervisory, analytical, and time-management skills with a high level of integrity.
- Demonstrated client-oriented approach, sound judgment, and commitment to ethics, confidentiality, and accountability.
