**JOB DESCRIPTION:** The International Center for Transitional Justice (ICTJ) is seeking a consultantto provide operational support to institutional DME analysis, data collection, and reporting. Conduct remote primary data collection across Libya, South Sudan, and Tunisia in support of program evaluation and associated research.

**DESIGN, MONITORING & EVALUATION CONSULTANT**

Liaising proactively and working closely with Program Department staff in HQ and abroad and, as necessary, with other ICTJ departments (Executive Director’s Office, Policy, Development, Communications, etc.), the *monitoring and evaluation consultant* works to ensure quality, optimal collaboration, and optimal efficiency, meet deadlines, and safeguard the sturdiest representation of ICTJ.

**Scope of Work**

This contract will be for a period of six (6) months. This job is based in the MENA region, with the probability of travel.

Under the general supervision and guidance of the Senior DME Specialist, specific tasks of the *Monitoring and Evaluation consultant* will include:

- Help adapt tools and procedures for context specific data collection, including both contextual information and program evaluation, including assessment of outcomes, lessons learned, and lasting contributions of program work.
- Support the preparation of reports for ICTJ's New York office and donor progress reports, including documentation review, data analysis, and reporting support.

- Collaborate closely with country staff in Libya, South Sudan and Tunisia for data collection and interviews, providing feedback and insights to country programs and headquarters, translating data analysis and findings into actionable conclusions in reports.

- Engage substantively and iteratively with country staff in Libya, South Sudan, and Tunisia throughout data collection, analysis, and output drafting; contribute analytical observations and discuss findings.

- Support the integration of collected data with contextual analysis, transitional justice trends, international cooperation dynamics, and the priorities of relevant donors.

- Exercise careful judgment in assessing and mitigating potential risks to interviewees and staff, applying a do-no-harm approach throughout all data collection. This includes remaining attuned to complex political and social dynamics during interviews and surfacing relevant observations for discussion with country teams and the Senior DME Specialist.

- Adhere to ICTJ's internal policies, procedures, and institutional values throughout the consultancy.

**REQUIREMENTS:**

**Education: Bachelor’s degree** from an accredited university **required,** Master’s degree or higher in social sciences, economics, or a related field preferred.

**Experience:** Minimum of five (5) years of working experience, including at least three (3) years monitoring and evaluation in the areas of peacebuilding, transitional justice, human rights, gender, or a related field. Previous work experience in Libya, South Sudan or Tunisia is preferred.

## Related Skills and Knowledge:

- Excellent English language skills, both written and spoken, are required.
- Fluency in Arabic, both written and spoken, required.

- Understanding of logical frameworks and project cycles.

- Demonstrated rigorous attention to detail.

- Positive, proactive, collaborative attitude.

- Strong organizational skills along with the ability to meet deadlines and multi-task in a fast-paced environment.

- Flexibility and a commitment to teamwork.
