Introduction
Background
The United Nations Capital Development Fund (UNCDF), through its FinWise Programme (2024–2029), is implementing a blended finance initiative aimed at improving financial inclusion and sustainable livelihoods for refugees and host communities in Uganda. The initiative supports underserved populations in Kyaka II and Nakivale settlements through affordable financial products, matching grants, financial literacy, and business development support to enhance economic resilience and self-reliance. As part of its learning and accountability agenda, UNCDF seeks to assess the impact, outcomes, sustainability, and lessons learned from the initiative to inform future programming and scale-up of inclusive finance solutions for vulnerable communities.
Scope of Work
The consultancy firm will design and implement a mixed-methods impact assessment study combining quantitative and qualitative approaches. The assignment includes conducting an endline survey, focus group discussions, key informant interviews, and desk reviews of programme documentation and datasets. The consultant will assess programme outcomes and impact, evaluate sustainability and scalability, consolidate lessons learned, and provide actionable recommendations for future interventions supporting refugees and host communities. The assignment will also involve data analysis, report writing, stakeholder validation, and preparation of communication materials including testimonies, presentations, and dissemination reports.
