BUDGET ANALYST

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting higher-graded budget analysts in monitoring the obligation and disbursement of funds from multiple sources (e.g., salaries, overtime, travel, and procurement), ensuring transactions are within approved funding limits and flagging potential over- or under-obligations for supervisory review. Reviewing, analyzing, and consolidating budget estimates, justification statements, and execution plans for assigned programs, and preparing draft quarterly and annual financial reports that relate financial data to program goals and performance results. Providing routine budgetary advice to program managers and staff (e.g., law enforcement or mission support personnel) on the types of budget actions needed to meet procurement or operational needs, and notifying management of observable trends in the obligation and use of funds.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Independently monitoring and managing the obligation and disbursement of funds from multiple appropriations and Program, Project, Activity (PPA) classifications for a major organizational component, analyzing the impact of program and funding changes, and recommending the amount and timing of fund allotments to ensure resources are executed timely, efficiently, and as authorized. Planning, organizing, and carrying out a major, substantive budget activity (annual and multi-year) for a significant program, including developing long-range (3-5 years or more) funding forecasts, integrating program and budget planning, and tracking resources through all stages of the budget cycle. Providing expert analytical services across all phases of the budget process (formulation, justification, presentation, enactment, and execution), including developing or leading the development of detailed budget estimates and narrative justifications, and advising senior managers on funding strategies and trade-offs to meet mission requirements.
