Global Communities is seeking **a Regional Program Director (RPD)** for the anticipated **CDC PEPFAR Building Capacity Along the HIV Continuum Program in Central America.** This five-year $85M program will enhance the capacity of El Salvador, Guatemala, Honduras, Nicaragua and Panama to address gaps in HIV diagnosis and treatment and accelerate progress towards achieving the 95-95-95 care targets. The program is expected to provide technical assistance to Ministries of Health (MOH) and other relevant stakeholders to prevent new infections; increase knowledge of HIV status and early diagnosis; improve treatment outcomes among people living with HIV (PLHIV) and enhance skills of healthcare workers involved in HIV prevention, testing and treatment services.
The RPD will lead and oversee the implementation of the program, including guiding technical strategy, providing financial and operational oversight, and managing human resources. ## **Responsibilities**
GC is seeking an RPD for the CDC PEPFAR Building Capacity Along the HIV Continuum Program in Central America to support U.S. government efforts to address gaps in HIV diagnosis and treatment and accelerate progress towards achieving the 95-95-95 care targets. The RPD/C will be based in Central America and will be responsible for the regional technical leadership and management of the program. The RPD/C ensures compliance with all terms of the award and all relevant rules and regulations. They will oversee Country Technical Coordinators and engage representatives from regional organizations and other implementing partners as appropriate.
The RPD/C is responsible for overall program implementation, strategic vision, and outcome achievement. The RPD/C provides an integrated vision for the program and will manage a team of senior staff to ensure the quality, timeliness, and efficiency of all products and activities generated under the program. S/he will utilize the principles of adaptive management to maximize impact and facilitate innovation. Finally, the RPD/C will be responsible for communications with CDC, for publicly representing the program, and for liaising with government and other institutions/stakeholders on issues related to HIV/AIDS testing and treatment.
***Specific responsibilities include the following:***
- Provide program leadership, direction and supervision, including oversight of staff, consultants and partners, monitoring and evaluation, and program implementation.
- Coordinates with the Country Technical Coordinators to ensure that program implementation is in accordance with CDC regulations and procedures and the specifications determined in the SOW. This will include monitoring grant implementation to ensure quality technical interventions, resulting in concrete and specific outcomes.
- Lead regular work plan, budget and implementation reviews to facilitate the cost-effective and timely achievement of program deliverables.
- Manage team members, including specialized technical staff, to deliver against the annual workplan.
- Ensure program activities maximize impact and are completed in compliance with Global Communities, CDC rules and regulations, local laws and donor agreement requirements.
- Lead in adaptive management, achieving peak performance and facilitating innovation.
- Oversee the production and submission of timely activity and financial reports to CDC, accurately communicating program progress, achievements, challenges and utilization of funds.
- Meet program targets while ensuring fiscal integrity in the use of program funds.
- Ensure establishment and maintenance of systems for program operations.
- Act as primary point of contact with CDC, government counterparts and other critical regional stakeholders, including other agencies and individuals working on related programs and activities. This will include maintaining cooperation between the CDC and Central American MOHs.
